You can use鈥痶he PCHP Member Portal鈥痮r a third-party app like鈥疧neRecord鈥痶o manage this鈥痭ew鈥痵ervice. You are now one step closer to viewing things鈥痩ike:

What is interoperability?

An easy, secure way to exchange, access, and integrate health information across systems. Access may be within any health system. The app accesses the insurer鈥檚 system to get health鈥痠nformation.

Interoperability ensures that your healthcare insurer is compliant with federal government guidelines. Members get easy, secure access to their health鈥痠nformation.

How can I access my health information

Follow the steps below to access your health鈥痠nformation. Already connected to鈥疨CHP:

  • Choose your preferred application(s) like鈥疧neRecord
  • Log in to this approved application. Provide consent to access your health鈥痠nformation.
  • Per CMS guidelines, the consent provided in your preferred applications(s) will be valid only for 90 days. You will have to provide/renew consent every 90鈥痙ays.

    • Have not yet connected鈥痶o PCHP:

    • Choose your preferred application(s) from the list of鈥痑pproved applications鈥痑nd download from the Apple App Store or Google鈥疨lay Store.
    • Log in to the approved application. Provide consent to access your health鈥痠nformation.
    • If the application you select is not already connected to PCHP, it will need to go through an approval and registration process with PCHP. Once that process is complete, you will be notified to log in to the approved app and provide consent to access your health鈥痠nformation.
    • Per CMS guidelines, the consent provided in your preferred applications(s) will be valid only for 90 days. You will have to provide/renew consent every 90鈥痙ays.

      • Note:鈥疘t may take up to 24 hours to see your health information after you鈥檝e registered and opted in to third-party applications.

What health information can members access?

Is the data current?

Per the CMS guidelines, members can access the latest health data 24 hours a鈥痙ay.

How much health history can members access?

Per CMS guidelines, members can access data that is up to 5 years old.

How do I stop the application from accessing my health information?

Log in to the app and revoke consent. Once consent is revoked, your health information is no longer accessible on the鈥痑pp.

Can I access my child鈥檚 health information?

Yes. Parent(s) or caregivers can access their child鈥檚 health information if they are listed as a Legal Authorized鈥疪epresentative.

Using a Third-Party Application

Using a Third-Party Application to Access Your Protected Health Information

If you want to use a third-party application (鈥淭hird-Party App鈥�) that connects to 天美传媒 to access your protected health information (鈥淧HI鈥�), please read this important information.

天美传媒 requires鈥疶hird-Party Apps鈥痶o provide us written confirmation that they meet certain requirements when accessing 天美传媒 member PHI. This is called an attestation. It also gives us confirmation that the鈥� Third-Party App鈥痯rovider agrees to specific requirements to keep PHI confidential and鈥痵ecure.

If the Third-Party App鈥痽ou want to use does not agree to our attestation or does not respond, we will notify you. You can change your mind about using the鈥疶hird-Party App鈥痶o get your PHI from us. If you do not respond promptly, letting us know if you鈥檝e changed your mind, then we will share your PHI with the Third-Party App, in accordance with applicable law. If the Third-Party App鈥痠s a risk to the security of 天美传媒鈥檚 information systems, we will not allow the Third-Party App鈥痶o connect to our systems, and your PHI will not be shared with the Third-Party App. To protect your PHI, we recommend only using a鈥疶hird-Party Appthat has agreed to 天美传媒鈥檚鈥痑ttestation.

Things to Consider When Choosing a Third-Party App

It is important that you understand how a Third-Party App鈥痷ses and discloses your personal information, which may include PHI and other health information. It is also important that the Third-Party App鈥痽ou choose keeps your personal information private and secure. Below are some tips on information to look for and ask when choosing a Third-Party App.

  • Do you understand how to use the Third-Party App鈥痶o access your personal鈥痠nformation?
  • Does the鈥疶hird-Party App鈥痳equire the use of passwords for you to access your personal鈥痠nformation?
  • Does the鈥疶hird-Party App鈥痟ave an easy-to-read Privacy Policy that clearly explains how the鈥疶hird-Party App鈥痺ill use and disclose your personal information? The Privacy Policy should explain how you will be informed of any changes to the policy. If the鈥疶hird-Party App鈥痙oes鈥痭ot鈥痟ave a Privacy Policy, we recommend that you choose a different鈥疶hird-Party App.
  • What PHI and other personal information will the鈥疶hird-Party App鈥痗ollect? Will the鈥疶hird-Party App鈥痗ollect non-health information? Will the鈥疶hird-Party App鈥痗ollect other information from your mobile device, such as your location or information about your family and/or鈥痜riends?
  • How does the鈥疶hird-Party App鈥痵tore and use your personal information? Where does the鈥疶hird-Party App鈥痵tore your personal information? For example, will your personal information be stored in the United States, or will it be transferred or accessed outside the United鈥疭tates?
  • Does the鈥疶hird-Party App鈥痵ell or share your personal information with third parties? If it does, the Third-Party App鈥檚 Privacy Policy should explain why and to鈥痺hom.
  • Can you limit how the鈥疶hird-Party App uses and discloses your personal鈥痠nformation?
  • Does the鈥疶hird-Party App鈥痟ave reasonable and appropriate security measures to protect your personal鈥痠nformation?

We recommend that 天美传媒 members only use鈥疶hird-Party App with strong privacy and security standards to protect individuals鈥� health鈥痠nformation.

Your Privacy Rights

As a healthcare consumer, you have privacy rights that are protected under law. The federal law that gives you these protections is called the Health Insurance Portability and Accountability Act (HIPAA). The U.S. Department of Health and Human Services (HHS) Office for Civil Rights (OCR) enforces HIPAA. HIPAA generally applies to covered entities that include health plans and healthcare providers, and 鈥渂usiness associates鈥� that provide service to those plans and providers. It is important to understand that many鈥疶hird-Party App are not covered by HIPAA, particularly those that are offered directly to you as an individual, rather than through a health plan or provider. This means your health information will not be subject to the same privacy and security protections that health plans and providers must adhere to.鈥疶hird-Party App are regulated by the Federal Trade Commission (FTC) and the protections provided by the FTC Act; however, if the Third-Party App鈥痠s located outside the United States, the FTC may not able to fully protect your information. Interoperability is an easy way to access and share your health information safely and鈥痵ecurely.

Interoperability means data sharing between the healthcare member/patient, the health insurance company (insurer), and software applications on smart phones or computers. As of July 1, 2021, healthcare insurers must provide members with easy, standard, and secured access to their health information from third-party鈥痑pps.

Healthcare insurance providers store member information on computers. Health information must be easily accessible as patients move from one healthcare provider to鈥痑nother.
